The Expert Committee’s Key Proposals for NEET UG Reforms

A seven-member expert team, led by former ISRO chief K. Radhakrishnan, was constituted to evaluate the NTA‘s role in administering NEET UG and provide solutions to minimize paper leaks and cheating. The committee also includes Randeep Guleria, B. J. Rao, Ramamurthy K., Pankaj Bansal, Aditya Mittal, and Govind Jaiswal. The committee proposed the following major reforms:

  • Shift to Online or Hybrid Exam Models: Introducing digital transfer of question papers to exam centers while allowing candidates to answer on paper. This minimizes handling of physical materials and improves security.
  • Two-Stage Exam Format: Similar to the JEE structure, the proposal aims to better assess candidates through a preliminary and a main exam.
  • Capping Exam Attempts: A limit on the number of NEET attempts to encourage better preparation among candidates.
  • Strengthening NTA Workforce: Increasing full-time staff to reduce reliance on outsourced personnel for conducting exams.
  • Minimizing Outsourcing: Transitioning to government-controlled exam centers to improve reliability and reduce risks of paper leaks.
  • Improved Data Security Measures: Tightening control over exam centers and ensuring secure question paper management
  • Simplifying CUET Subjects: The committee recommends decreasing the number of subjects in the CUET to eliminate redundancy, as students frequently retake subjects they previously completed in board exams.
